Although Utah’s Captive law was first effective July 1, 2003, the current legislator is hard at work updating the Captive law with some 17 changes. The Utah Insurance Department last year appointed Mr. Donnie R. Spann as the Captive Insurance Director. The Department has approved its first Captive to operate and is assisting the Captive to be authorized in other states. Insurance Commissioner D. Kent Michie is pleased that the Utah business community is and has been behind his effort to create a new economic viable business opportunity for Utah. A recent study by the Corporation for Enterprise Development ranked Utah among the top eight states in terms of economic performance, business vitality, and development capacity. The only other state in the top eight Western States was Colorado.
